미 상원의 민주.공화 양당 대표들과 백악관은 17일 이민 심사과정에서 이민 희망자의 영어 구사 능력, 직업적 전문성, 교육 수준 등을 점수화해 높은 순으로 우선권을 부여하는 내용을 골자로 한 이민개혁법안을 마련했다. 법안에 따르면 가족 이민이든 취업 이민이든 앞으로는 이 같은 점수제(merit point)가 적용된다. 가족 이민은 축소되며, 취업 이민은 확대된다. 우수 인적 자원을 확보하기 위한 목적이다.
